Country Legers- Beaumont or Houston.

How is the country legends station in Houston on 97.1 doing? A few years ago it was in 16th place in 12+ while for the past few years in Beaumont it is in 3rd place I know ad rates are higher in Houston but They could get more commercials here rather than trying to struggle on a few commercials in Houston. What I am trying to say it seems like it would be better to sell spots for $50.00 per spot and get 4 commercials than struggling to get one spot for $100.. for 1 commercial in Houston. My facts may stats and process may be wrong but hopefully you get the idea.
 
I think it primarily stems from the fact that Cox is not truly interested in seeing Legends (or any of their other stations) succeed (have you heard the presentation of any of their stations in the cluster?). My best guess is that they run Legends just well enough to generate some revenue for KKBQ.
 
COX uses Legends as a blocking format to sandwich KILT FM in between a younger KKBQ FM and an older targeted Legends. This keeps KILT from claiming a distinct lane to drive down. Legends also helps bring in KKBQ more efficiently on long term ad buys.
