Cox Cable Local Spot Inserts

I've noticed this the past few days on various channels on the PHX Cox Cable system. It's been happening pretty regularly...

When they switch from the cable channel to a local spot, the spot starts, runs for about 2-3 seconds, then starts again! No black, BTW, just an immediate return to the top of the spot. (The same spot.) Of course, this often makes them late getting back to the next segment of the show (or "back into net," as we used to say).

What's going on, Cox?
