A senior FCC official told reporters 3/6 that FCC Chairman Tom Wheeler will propose keeping current radio ownership limits in place, but he’s also planning to propose eliminating the radio-newspaper and radio-TV and cross-ownership ban.

We'll believe it when we see it. He's already mentioned it once, and withdrawn it. The previous Chairman made the exact same proposal two years ago, and it died. It was also discussed by Kevin Martin. The Ownership Rules vote will come at the end of March.
The Wall Street Journal has a different view on the story. They don't expect the ban to be dropped:

My guess is it's possible the cross-ownership ban could be dropped in exchange for a new spectrum fee that the FCC wants to impose. Or a new set of rules regarding joint sales agreements.
