CSS on Analog Channel 45 on Comcast Atlanta Gone

What happened here? When IS Comcast going to terminate all analog on its cable system. I heard that the law is 3 years "must carry" from the DTV conversion. I also heard that almost 33% of its customers are on analog only. I would think it would be in their best interests to not charge for extra converter boxes to encourage their customers to get off of the analog spectrum.
