CTRC Advertising rules

Does CTRC have strict rules of where could you accept advertising? Because when I was living in T-dot last year. I can hear 102.9 K-LITE from Hamilton, 105.7 EZ-Rock, 97.7 HTZ FM clearly in Toronto, but they only concentrate in Niagara County. Same for Oldies 1150, 820 CHAM, and Country 95.3 coming from Hamilton. Forget about 94.7 the wave, there signal is jamming with 94.9 from Oshawa.
