Cume vs. TSL?

Does anyone know (or even have a guess) on what typical or even average cume vs. TSL ratios are?

In other words, how many cume'ers typically get translated into TSL'ers?

I know typically we talk shares, but I get the impression Arbitron also does cume & TSL head counts.

Would you expect 10%? 25%? 50%?

I assume it varies from format to format (in addition to town to town & station to station); for argument's sake, let's take a typical AC... they often work hard at building TSL during the workday...

Any guesses?

Here are three PPM examples... using broad stroke averages.

KOST in LA has around 3 million cumers and around 45,000 to 50,000 average listeners.
WLTW in NY has in the vicinity of 5.2 million cume and 110,000 average listeners at any given time.
KODA in Houston is around 1.9 million in cume and something like 33,000 average listenership 6-midnight, monday to sunday.
