In regards to Q: Q100 seems to be carbon copied at Cumulus' other SE CHRs, like All The Hits Z102 in Savannah and All The Hits B95.1 in Macon.

Why mess with what you have given to other markets? Q's numbers 18-34 are fine, they show growth...and I think they're beating Star in a couple of places. Q has just spent upwards of 14.3 trillion dollars on advertising, so I doubt they'll negate all that work by flipping to 99.7. Besides, how many Q listeners are in the boonies where X's signal passes Q's? And how many of them would ever get a diary? Not enough to spent trillions of more dollars and start from scratch.
Then, you'd also have to spend another 54.3 quadrillion to reteach the market where X went. Speaking of...99x is a legendary brand. You don't spend a boatload of money buying something and then change it something that isn't proven (FM Talk/Jack/etc). It will probably get tweaked. Hell, Toucher leaving was part of that tweaking I'm sure...but they aren't going to blow it up.
