When did CW ATLANTA become CW 69? Peronally, I hate the new name change and hated it when it was called UPN 69.

I guess UHF channel numbers have become sexy again, especially the highest one available.
WUPA is not the first Atlanta UHF to discontinue using its channel number and then go back to it. WGCL discontinued using the 46 in 1999, and went back to it in 2004.
Then there is the issue of cable. Satellite customers tune their recievers to the OTA position. Cable customers have their locals numbered 2-16 (and even Channel 2 is not on Channel 2, it is on Channel 3).
