IMO, it's a clearer choice:
KTTU is owned by Belo, who also owns KASW in Phoenix; KWBA is owned by Cascade.
KTTU transmits from Tower Mtn., near downtown; KWBA from the Santa Rita Mtns., 35-40 mi. south of Tucson.
KTTU is licensed to Tucson; KWBA is licensed to Sierra Vista, meaning that KWBA's first responsibility (as far as the FCC is concerned) is putting city-grade service into Sierra Vista, not Tucson.
KWBA preempts prime-time programming during the summer to carry Diamondbacks baseball games; KTTU airs Mountain West Conference football and basketball, PAC-10 football game of the week, and Univ of Hawaii football, the football games being mostly on Saturdays.
Prediction: KTTU gets the CW while KWBA goes indie.
