CW: How about Tucson?

IMO, it's a clearer choice:

KTTU is owned by Belo, who also owns KASW in Phoenix; KWBA is owned by Cascade.
KTTU transmits from Tower Mtn., near downtown; KWBA from the Santa Rita Mtns., 35-40 mi. south of Tucson.
KTTU is licensed to Tucson; KWBA is licensed to Sierra Vista, meaning that KWBA's first responsibility (as far as the FCC is concerned) is putting city-grade service into Sierra Vista, not Tucson.
KWBA preempts prime-time programming during the summer to carry Diamondbacks baseball games; KTTU airs Mountain West Conference football and basketball, PAC-10 football game of the week, and Univ of Hawaii football, the football games being mostly on Saturdays.

Prediction: KTTU gets the CW while KWBA goes indie.

I think you're probably right. Belo will use its weight to get CW on KTTU and its other stations while Cascade doesn't have that power. However, wasn't KWBA one of WB's top performing affiliates?
