D/FW HISPANIC DTVS

Hey this is Hispanic Programming...posted here mostly intended to draw the attention of David Eduardo, DX'er, broadcast enthusiast and resident Univision expert. :)

Here in Dallas/Ft. Worth, the post-transition (12 JUNE 2009) DTV facilities for the Hispanic-targeted broadcasters are the cream of the crop in terms of the facilities:

LBI's KMPX gets a megawatt at 1785' HAAT. KSTR isn't far behind with a megawatt at 1755' HAAT. Likewise, KUVN and KXTX both have impressive DT facilities, topping those of NBC's KXAS and CBS's KTVT.

Was this allocation by design by the FCC to ensure that Hispanic-targeted facilities would get superior facilities because there's more over-the-air viewing by Hispanics? Or was is just first come, first serve when the scramble was on for the most power and tower?

BTW, it's amazing to see just how much variance there is with the DTV facilities (not just in D/FW). The days of near-parity with NTSC signals appears to be coming to end in just a few weeks.
