Most people from Sudbury actually speak french, or happen to be Bilingual anyway, aparantly, or so I'm told.

Part of the reason for such a large increase in french population dates back to the 90's when Quebec sepratists threatend seperation.
Many french and bilingual Quebecers that wanted nothing to do with seperation left Quebec to settle in Sudbury Ontario.
Back then, many had babies and/or young children, which today are teens. Therefore, the french teen population (or at least french and bilingual teen population) has increased quite a bit since the early 90's in Sudbury.
