Dave's in trouble with the FCC

Actually, this is one of the violations that the FCC cares about the most during inspections.

If their staff was not forwarding the monthly tests correctly, it's a big problem. If it was paperwork not
filled out correctly, it's still a big problem in the Commission's eyes.

EAS is important to the FCC. If a broadcaster on these board doesn't know this, you'd be well off to go
back and read...and learn...the rules.

I'll give you $1000 for each station you can name in the history of broadcasting that has ever had its license revoked for not turning in EAS tests.

Just a quick Google search turned up this little ditty from the FCC's website.
http://www.fcc.gov/eb/Orders/2003/DA-03-3513A1.html

Looks like WMGA(AM) had theirs revoked in 2003 for EAS problems (among other infractions).

1. By this Order, acting pursuant to authority
delegated to the Enforcement Bureau under Section
0.111(a)(16) of the Commission's rules,1 we revoke the
above-captioned broadcast license held by Radio Moultrie,
Inc. (``RMI'') for RMI's having violated Section 310(d) of
the Communications Act of 1934, as amended (``the Act''),2
and Section 73.3540 of the Commission's rules,3 and for its
having failed to follow the Commission's directives. We
conclude, based upon the evidence of its conduct, that RMI
lacks the basic requisite character qualifications to be and
remain a Commission licensee.

I'll take that $1000 in the form of a Best Buy gift certificate. Thanks.
