Daysequerra M2 HD Monitor

I'm more familiar with Belar and TFT units so I thought I would pose a question to the group.

I'm working with an M2 HD monitor. The thing I am witnessing is that the three bargraph displays are going to the extreme right side regardless of HD or Analog modulation level. This happens with both a dead (i.e. no modulation) carrier or no carrier. I don't know if it's not hooked up correctly or if it's a hardware issue. I want to give the station an intelligent answer to their query as we all can observe their Belars are reading correctly. Are there settings that I am missing? Suggestions welcomed.
 
If the left two blue lights are lit in the left position (left and middle blue led's on the lower one) on a conventional signal, then you are probably looking at extreme overmodulation. If the bottom of the three bar graphs is lit, you are not looking at a HD signal. The RF level should have at least two led's lit.
 
Since the meter was pinned with a dead unmodulated carrier it seems unlikely that it was measuring correctly. I got the engineer on the phone who sent it here and it sounds like this particular unit may have been defective out of the box. Luckily replacement is now on the way and should be installed the beginning of the week.
