Dead air HD3's

I noticed that 106.7 WLTW-HD3 is playing dead air today. The HD1 and HD2 can be heard, and there is now an option to tune to the HD3 but there's dead air. Why would a station broadcast dead air on an HD3, and does the dead air use any bandwidth that degrades the quality of the HD1 and HD2. Or, is the signal too weak for me to receive the HD3 so I hear dead air. The display says "Wltw-HD3" as the title and artist.
 
Maybe WLTW hasn't sold their HD-3 yet, but they need to prove to their potential buyers that they really do have an HD-3 on the air?

It's kind of like the sign you see on the side of the highway that says, "If you lived here, you'd be home".

If your program was on this HD-3 signal, people would be listening to it!

Maybe.
