Dead Air on 103.5 FM

The other day (Wednesday I think) we were in Bristol in the plaza where Pier One is. I stayed in the car while my Mom went inside the store. I picked up a stereo signal on 103.5 broadcasting Dead Air. There are 2 LPFMs and a CP for another LPFM on 103.5 FM. Could this have been a pirate broadcasting a dead carrier?

WSIM-LP Simsbury

WNNH-LP New Haven

WONH-LP (CP) New Haven (which will time-share with WNNH-LP).
