Dead air on 106.5

Last night I was driving around northern NJ and I noticed a station broadcasting dead air on 106.5. Dead air and a stereo pilot.

A few weeks ago I noticed dead air on 106.3 one day, now 106.5 is dead air. Could the translator be planning a move by reverting to its original frequency of 106.5? It's supposed to be translating WLTW-HD2, which is off the air, so that may be why it's playing dead air. From 106.5, it can jump down to 95.9, which wouldn't be possible from 106.3.
 
The dead air on 106.5 was most likely Streetz 106.5. Couldn't hear the dead air on 106.5 in Queens or Manhattan tonight, and it was strongest near Newark.

And I was starting to get excited that the translator was on the move...
