Dead air station on 88.1 from somewhere

I've heard this dead air signal on 88.1 FM when the cloud cover is just right at night, from here in north San Antonio.

Does anyone know if this is KCTI or KNLE? The dead air was just like this the other day so evidently the people who own whatever station that is haven't fixed their equipment...

Or if the engineer of the dead air 88.1 is reading and you know which of those two it is...
 
Apparently it's KCTI and Sun Radio is working on fixing the sound.
