Dead FM carrier in Delaware

I have been noticing an unmodulated carrier on 98.7 mHz in Delaware. This carrier has a stereo pilot but no audio. I have heard it on a number of different occasions now for weeks on end and have never heard any kind of ID or anything. Since WSLN radio college station uses this channel, I wonder if somebody there might have shut down the studio for the summer session and "forgot" to turn off the transmitter?

The FCC broadcast rules have been relaxed a lot over the last few years, but isn't it still illegal to run a dead carrier with no ID for long periods of time? Even if they were running SCA programming with the main channel off for the summer, don't they still have to voice ID on the main channel once per hour like they used to? Just curious.................
 
Quite possible. During breaks the University of Dayton's stations often have dead air, a CD changer tracking tunes, or a CD that's stuck.<P ID="signature">______________
