Of course. A hit is a hit is a hit. But radio stations have other sources that they like better than Billboard, starting with ones like BDS that give them very granular data on songs by station and format and with streaming data for comparison.
Billboard uses BDS too.
If you look at the billboard mainstream top 40 airplay chart (which is like the old chart since the hot 100 is a joke now) it says Powered By BDS.

All the more reason to get the data "from the horse's mouth" of BDS with hundreds of ways of sorting and comparing and organizing.
 
Jazz, which WBGO plays, is a very niche format. In fact, jazz is so niche that in New Orleans, a city that is famous for jazz music, its jazz station (WWOZ) is in next-to-last place among terrestrial radio stations in the ratings.
Correction: Recently, I found out that the station near the bottom of the New Orleans ratings is WNOZ, which is a low-power radio station that plays smooth jazz. That explains why the station is listed with the call sign WNOZ. It has a Radio-Locator profile, but no Wikipedia article.

Remember, there are many other stations that do not even show in the ratings because they are not subscribed and, thus, no longer eligible for listing.

There are 74 AM, FM and Translator stations in the full market. I don't even add in LPFM and HD-2 and beyond signals. Usually, 29 or 30 stations actually show in the ratings, so there are over 40 that don't.
