According to Northpine and FCC records, VCY America has applied to move KVDI Huxley from a tower near Sheldahl to the east side of Des Moines and change frequencies from 99.3 to 99.5 and increase from 5.3KW (Class A) to 50kw at 146m (Class C2). The move would shift KDAO Eldora from 99.5 at 3kw 100m to 92.9 and allow KDAO to increase to 6kw at 100m. VCY would also shift a CP in northern Iowa to 94.7 in Rockford to make way for the Eldora shift.
It looks like this could all happen with the increase in power to KDAO as it seems all parties are agreeable given the benefits.
It's noteworthy that assuming this occurs and given the other recent major FM upgrade to cover the City (KNWI 107.1 which went from 30kw to 100kw and shifted primary coverage into Des Moines) that these two moves will constitute two major upgrades in Des Moines which have both been done by religious organizations. No commercial entity in Des Moines has done something like these recent examples in decades.
It seems the only way to get new signals is by not being commercial.
