You must be kidding. Devin may know urban but what does he know about rock & talk. Things must be pretty tight for a move like that and to give him additional regional responsibilities.
 
I've never programmed Urban. Yet I had an Urban station in a five-station cluster for which I was Operations Manager. I directly programmed two of the stations -- a Mainstream Top 40 and a Classic Hits -- formats I know/knew. Four of the five were always top 10 rated in a market that included 22 rated stations total during my tenure there. (Only an AM with a throw-away format didn't rank well, and for reasons I still don't understand wasn't supposed to, according to "upper managemnt"!)

The Urban station was #2 behind the Top 40 in market first place. First thing I did was hire a good Urban PD for that station, and we took it up from our first book after that and on. (It had been "under-performing" previously based on market demos.)

And I still wouldn't dare to try to directly program an Urban format.

My point? You don't have to personally know a format if you know radio programming/operations, and make sure as an OM you have the right people in place who do know the fine points of the format.

Devin knows how to do just that, and is likely to be quite successful with his new expanded role. As the Clear Channel news release quoted the Regional Market Manager (Morgan Bohannon): "He has the knowledge, work ethic and passion to take the cluster to the next level."
 
I say good luck to him. He is going to need all of his passion, expertise and work ethic.
 
Keep in mind, also, that, when it comes to programming music formats, knowing how to interpret data and working with people are more important than knowing the music itself. With good data, even a mediocre programmer can look great. If anything, not being an expert in rock might help Devin because he won't be under any illusion that he has a golden ear, which has been the kiss of death for many a PD.

Plus, as others have mentioned, he probably will just be working with the PD of WEGR. If he looks at the same data as the PD, that's not likely to hurt anything. Another set of eyes on the same data helps far more often than it hurts.
