Dial Global Flub in Lafayette area

I'm surprised no one has observed this one yet, but a couple of weeks ago, Artistic's 95.7 The Rocket decided to go the satellite route and began carrying Dial Global's Total 24-7 Classic Rock format. It sounds pretty good so far, but the only problem is their rimshot competitor down in Crawfordsville (Thunder 103.9), which puts a pretty good signal into Lafayette, has been using the very same format for years. Thus, inadvertently creating a weird simulcast of the two stations in the market without actually simulcasting.

Isn't Dial Global supposed to give market exclusivity to their formats? A similar situation is happening with Thunder 103.9's sister station, WCVL, as they're carrying the same DG oldies/classic hits format as WSKL-FM in Veedersburg, which is located in the next county over serving Danville, IL.
 
DG only provides CoL protection. Probably in order to get the affiliation, the Rocket had to show that their 54 dBu contour does not reach Cville.
 
Protection on an A is 60 dbu which is smaller.
