Those are out of the FM band. An analog LPTV could have audio on 87.75 but I don't know if the FCC is granting any new analog applications.

I would. Only a non-commercial class D FM (and there are none in or near Austin) or a non-commercial translator can be on 87.9 and, even then, only after being displaced from another frequency when no alternative frequency was available. I don't think Austin has more than two non-commercial translators, and, if either were to become threatened, they'd have to prove they couldn't find another spot, wouldn't interfere with KNLE, and could be ordered off-air if they got interference complaints from KNLE listeners.

98.5 does have a construction permit to up the power from 50 watts to 80 watts and move up in total height. Sounds like they may have it up and running.
