As far as I know KQQB has never had a paying client. The money needed to operate has come from the licensee's pocket. Even legit operations don't want to pay if they think they can negotiate some deal where they can keep that money for other projects. The tough part is what it costs to build a facility like KQQB means you sell it for much less than it cost you to build the facility. Or you keep paying to keep it each month and hope you find a paying client. I know the owner but don't actually know his business. And putting a station up for sale does not mean it sells quickly. In fact it might take years. Like the newspaper business, a publisher ready to sell so they can retire might spend many years trying to find a buyer. A few die before they do.
Some say it is better to take something but that makes no sense. If you owned a home that was vacant and you were paying $1,400 a month for the mortgage and other costs, then a renter came along offering to pay you $200 a month, would you sign a lease? You'd say no way. And that $200 offer goes off the table if you add the clause "but I continue to look for somebody to rent it at the price I'm asking and if I do, you move out."
