Did this station miss it's construction permit?

KQXB 89-9 had a construction permit to drop power and raise height. But it looks like it expired in August 2017, since it was granted in August 2014. As far as I know this station hasn't been on in a while. What will happen to it though since it missed it's upgrade?

Then there's this station which has a huge upgrade, and there's less than 2 months left on it's CP. This one KMQX is actually on the air playing a variety style format of music. From what I know they haven't made the upgrade though they're using the old antenna.
Anyone wanna bet on whether or not either station makes it?
