Digital channel 12

Yesterday I switched over my 2 TV sets that are not connected to DirecTV to digital. Neither set (one has a converter box, and one has a built-in digital tuner) gets channel 12. All of the other channels are present, even 23-1. WHYY's website says they are broadcasting on 12-1, 12-2, and 12-3. Any idea why neither set picks up 12?
 
WHYY-DT is running extremely low power right now, and with a very directional antenna, to boot.

Have patience. On Feb. 18, it goes to full power on channel 12. If you're getting the other Philly stations OK now, you'll get WHYY-DT just fine, too, when it powers up.
 
I have a pair of rabbit ears on 2 of my DirecTv boxes. When I lived in Gloucester Twp., NJ, I couldn't get digital channel 12 on either box. I now live in Paoli, PA and I can get digital channel 12 on one of the boxes. The rabbit ears are right up against an Eastern wall in my house. I guess the signal goes West?
