DirecTv and the FCC question

At one time I was up-to -date on this, but haven't paid
attention in a while: a co-worker has a DirecTv dish on his balcony
at an apartment complex. IIRC, the installation was done by a crew
from Best Buy. The management company of the apartment complex is now
demanding the dish be removed, citing "FCC violations" as the dish extends
slightly beyond the imiginary plane of the edge of the balcony.
I know this is BS on their part, but where would I find concise, clear
information stating what is and is not permitted regarding a dish installation
by a private individual in a large complex?
