Dish Network and unannounced channel changes/moves

What's with all the unannounced channel changes going on lately? It used to be that when a channel was going to be moved, there was some notice on the old position of where the new one is going to be, but in the past month, I've seen TV Japan move from 641 to 9989 and a bunch (128, 130 & 131) appear on 391-393 with 131 (IFC) vanishing from it's original channel now without mention. I know there's something going on between Dish and the company the runs those networks (WE, AMC & IFC) but a little notice before things change would be nice.
 
Charlie Ergen's proclivity for tension and being the innovator puts him at odds with everything from TiVo to local affiliates.
 
They did it again, now the 3 channels are moved to 9607 (IFC), 9608 (WE), & 9609 (AMC).

At first, I thought they got rid of them entirely as 396 is now "INDIE", 392 and 130 are HDNET & 391 and 128 (along with original channel 115) are all STYLE.

Then I dropped down to 3 (WFSB here) to get to the upper channels as I was curious to see if anythng there had changed as well (as that area seems to do recently) and found them there.

Maybe a channel like 103 to announce changes is lineup is warrented?
 
Oh yeah, and before some smartypants decides to correct me about how they actually haven't changed anything and all they've done is remap positions on my receiver... well, you get the message from that alone, and just remember that to the average joe who doesn't know how these things work, it looks like alot of changes and duplication, whereas from a tech standpoint, we all know there isn't.
 
here we go again with the Pay TV vs Network sabre rattling.....

Glad I cut the cord in August to avoid all this drama (and save a bit of cash every month).
