As with all low power TV stations, they're not required by the FCC as a must carry station. If 23 were full power, then they would have to on cable TV. Satellite TV for the most part (both DirecTV & Dish Network) have been exempt from the must carry rule, but have included full market signal stations in their lineup. For low power TV stations, it's up to Dish Network to decide if they want to carry the station or not. I believe DirecTV voluntarily decided to carry 23. If Dish Network chooses not to carry 23, or any other low power TV station, that's their choice. WOCH-CA on 41 may have a signal that'll cover about the same area area as 23, if they get a CP on one of their Apps. They come in from time to time in Gary Indiana.
