Not really a surprise to me. This article is about NPR affiliates, PBS affiliates getting revenues, collaborating and paying royalties to "Centers for Investigative Reporting" and Propublica for news content. They were the Top earners for 2012 according to the study and Local Investigative Reporting agencies that also provide content to the NPR and PBS stations.
