Do stations pay singers for voice-overs?

This afternoon I heard one of those frequent singer voice-overs stations like to have. In this case it was " Hi this is James Taylor and you're listening to Andy Bale on WHUD." I've always wondered if stations pay the singers for this service or if singers agree to it as part of having their music played on the station.
