Does fcc compliance start at your sidewalk?

If someone was to use a modified transmitter that exceeded part 15 standards in his home but met the standards when the signal went off their property, are they in compliance with the fcc rule?? I would like put another rangemaster in my office and crank it up to get out into the area around my office.

No.

The 3 meter rule and the 100 milliwatt rule are in lieu of the field strength rule. You can choose to use either one. The problem is that the field strength rule require specialized measurement equipment that is generally not avaiable to the part15 operators. Thus the 100 mW and 3 Meter part. We can measure these.

It has nothing to do with your property line. If you were an educational campus, yes, it would. By the way they are not "standards", they are legally measureable and enforcable laws.
