There's little incentive for them to deal with local bands. Most listeners don't go to bars to hear local bands, don't care about them and having them on local radio is not going to boost ratings.

Depends. I lived on Oahu and there were at least two stations playing local music. One was pure Hawaii music; and the other was local musicians playing contemporary but Hawaiian style, brah.
Both were near chart toppers. KCCN-FM, and KCCN-AM (now KKEA).
Likewise, radio has played Steve Poltz, The Rugburns, Jewell (Sandy Eggo ties), and Primitive Radio Gods. I would like to ask Tony Hawk, who seems to have his fingers on the local music scene.

San Diego radio has actually played more local music than many other big cities dream of. Not only have Steve Poltz and Jewel received extensive airplay, but how about blink-182, Switchfoot, Jason Mraz, Louis XIV, Unwritten Law, Angels & Airwaves, Slightly Stoopid, Greg Laswell, As I Lay Dying, and a few more...and that's only on 91X, 94/9 and occasionally on Rock 105. Even Sophie, KPRI and Star spin some of these artists, once they start to chart.
So...there's actually a pretty healthy scene in SD right about now. For that matter, this weekend, check out the North by North Park San Diego Music Conference (http://www.northbynorthpark.com), at the Lafayette Hotel on El Cajon Blvd. The next wave of SD bands are performing in the evening at the NXNP Music Fest...over 100 acts on 15 stages, one cost for all. And most venues will be standing room only.
