Meaningless. Saying you're "the Leader" in something is a way of implying you're number 1 (in this case, it implies in the ratings) without really needing to prove it. "Leader" in what context?
I remember about a decade ago, most of the local network affiliates in the Bay Area were running promos implying they were the most popular by some measure. One was "the News Leader in Northern California," another was "Number One at 6:00," another was "The Most Watched." The fact was, none of the stations was dominating the overall ratings at that time.
NBC last aired that promo right before Leno's final Tonight Show. It simply opens with Conan's show (aside from the first program, which ran the classic NBC "In Living Color" 1962-75 peacock).
