Does Qantum own The Cape?

Latest numbers show the 4 Qantum stations on top
WXTK (news/talk) 11.1
WCOD (hot AC) 7.1
Cool 102 (classic hits) 5.6
WEII (sports) 4.8
CodComm stations follow
PIXY (rock) 4.8
Frank (adult hits) 2.8
WHYA (top 40) .4
Looks like Cape Cod Broadcasting doesn't subscribe, as their numbers aren't publicized. That includes WQRC (hot AC), WKPE (country), WOCN (looks light soft classic hits), & WFCC (classical)
I'd imagine in an area like Cape Cod, the right people can sell without numbers if they have ties to the community, & Cape Cod Broadcasting also owns the travel website capecod.com, but I'm curious where these 4 stations fit into the rest of the numbers.
 
While the Cape seems over saturated with AC-type stations, the Cape has some unique formats. For example, it is difficult to find a station like Ocean 104.7. They advertise that they play "Five Decades of Favorites." They play songs from the 60s and 70s that are not heard anywhere in most markets. I like the sound of Cape Country 104, and so far, despite too much syndication, Y-101 sounds good.
 
I'm surprised at the ratings for WXTK (news/talk). In most markets, news / talk is either trending down or tanking completely. Is this station syndicated most of the day or is there a lot of local content?
