I know that KVBC airs Dr. Phil at 3 but now I see that KFBT is airing it at 7. Now, this is pretty common for sister stations to do, but KVBC and KFBT aren't sister stations. Anyone know how this works?

Sinclair aired a one-hour "News Central" on KFBT at 7PM, while KVWB had a 9PM newscast. After News Central went bust, Sinclair entered a deal with KVBC which had the NBC affiliate producing a 9PM newscast for KVWB (now KVMY). I could be wrong, but instead of producing a 7PM newscast for KFBT (now KVCW), KVBC might have gotten permission from King World to repurpose Dr. Phil on the Sinclair station. KVCW (obviously, by the new call letters) will become CW in the fall, so I don't think the repurposing of Dr. Phil will last after that since it doesn't seem to be a good lead-in to CW programming. The KVMY (which will become My Network TV) newscast's fate is also up in the air.
There's a similar deal in Las Vegas regarding Oprah, the CBS affiliate (KLAS), and the UPN-soon-to-be-independent station, KTUD-CA.
