You're laughing, but this actually will impact classical formats. The music may be public domain, but remember, it's a PERFORMANCE royalty -- if the musicians on the recording are still alive, this is their big money grab.
 
I have no Idea on the non profit end but I did get a stop and decist order from my gm from talking about http://www.noperformancetax.org/ and his saying was it will not go through do not talk about it
