DST Clear Channel AM Radio

With all the Interference on AM Radio, I Could Never Understand why the FCC would not let AM Daytimers on Clear Channel's sign on at 6 AM Local time. [Using a Min of 100 watts.] In The 1980's the FCC Let Some Clear Channel AM's Have Night Power. In the 70's When Nixon Was President and we had an" Energy Problem" going to DST in January, AM Daytimers on Clear Channels Signed on at 6am Local time with Lower Power.[ WPSL 1510 Monroeville Used 50 Watts, With a Good Signal in the Eastern Suburbs ] AM Radio is Struggling as it is What Harm is an Early Sign on.
 
Would the 100 watts at 6 AM really "outpower" a 50 KW signal comming in on a skip? May be maybe not, but for example if AM 1000's 11 (just a quick count) "W" daytimers opened up at 6AM* it would destroy AM 1000 's WMVP (former WCFL) signal in the wintertime in the mornings. There are are a couple of stations on that channel that have "Critical Hours" power reduction that means their regular power most likely would cause interference with another station during the hourbefore or after sunset.

What would be better for the AM class "D"s would before the FCC to allow them to go FM with translators creating a class A1 FM and after 3 years giving up the AM service and recieving a tax credit. The old regional channels had a lot of pre sunrise 500 watt services for daytimers but there were no 50 KW stations on those channels at night
