So it has the 'D' for Deleted in the call sign, there's a pending STA from 2007 on file with the FCC but they're still on the air? Is this common with X-band stations? Just curious...

Are you saying that 1700khz Miami Springs is still on the air? I think that frequency was supposed to replace 1210khz, and the licensee elected to keep the 1210 license and return the 1700 license since the FCC would only allow a licensee to retain one license after 2006 as a condition of being granted the extended band license. I'm not sure what "special" circumstances the FCC may be considering with 1700, however, I do know that anytime a "D" is placed in front of the call letters, that means the station license has been cancelled and the frequency deleted, meaning, in order to place said frequency back on the air, an interested applicant has to file an original Form 301 for a new station and only after the appropriate filing window has opened.

From what I'm hearing on AM1700, WJCC is still on the air. I heard a legal ID last night around midnight. They're automated with English and Spanish AC/oldies; one in English, the next en Espanol. Rinse, lather and repeat.

I can think of a few things to do with a high-band AM station....to put C-QUAM encoding on instead of I-BLOCK??

A bunch of stations had problems with their license renewal paperwork this summer. They ended up with the "D" for "deleted", but got temporary authority to continue operating while their renewals got sorted out.

I don't remember if WJCC was one of them.
