DX/Possible Internet stream on air?

It's been a strong DX season, and I was moving my Walkman around while locked on the 95.9 frequency, in addition to 95.9 from Fairfield County, I was also able to pick up bleedover from 96.3, a translator of WRXP, and what was most likely the Rat from the Jersey shore but faded into an ID of "The Greatest Hits- DOS-FM". Upon Googling WDOS-FM, it appears to be an online channel run out of Manasquan, New Jersey. Could this be a pirate?
