E/I bugs on Mexican stations?

Is there such a thing? I'm getting a really good Spanish signal on channel 4 at the moment with a large round "I/E" (note the reversal) bug in the upper right. Do Mexican stations use these for the benefit of any viewers to the north or am I getting WAPA(which would be a new one for me)?

What is an "I/E" bug?

informativo/educativo? I guess clichemoth was watching kid's programming.
 
Possibly a re broadcast from american station.

You can thank Congress for this whole "E/I" thing.

(They should have also said that any E/I programmes must be ad free)

Then it is likely to be an American station... WAPA perhaps... and not a foreign one?

WAPA-4 is in San Juan, Puerto Rico, well away from the US mainland but under FCC jurisdiction.
