EAS - EAN/EAT

From what I understand, the EAN (Emergency Action Notification) code will be used for the National Test November 9th. I also read somewhere that the EAT (Emergency Action Termination) would not be used. I thought the EAT was the end part of an EAN? And without it, regular programming wouldn't resume. Or, does the EAN, all by itself, have its own set of end tones to go back to programming? I'm a little confused.

An EAT will not be used during the Test. An End of Message (EOM) will be sent to return the station to regular programming.

I wonder then when an EAT would be used?

The EAT is the terminating code for a National Emergency and also used to signal NP stations to resume operation. It has its own Headers and ORG codes, message length and EOM and would not be appropriate for this event. The EOM is same as the one used to end RWT's and RMT's. The EOM will be used to release the stations to normal programming for the 11-9-11 test.
