EAS Test SNAFU

we know now that most engineeers did not heed the warning that was specifically stated on many EAS equipment manufacturers websites: Pot down the audio on your box, otherwise it will just pick up the computer codes (the sqwaking) from other sources and the box will feed the signal back on itself. Now I ask you, if I, just an average listener knew about this, why didn't station engineers know?
