EAS?? TRILITHIC?

We use the Trilithis EAS system and really enjoy the ease of programming and managing the system. It appears we are going to have to install CAP software or possibly a new unit. Has Trilithic offered a new unit or software upgrade to be cap compliant?

Theoretically, any CAP converter, regardless of the manufacturer, should work with any existing EAS decoder. This should be tested, of course.

There are at least two type approved EAS systems in use that do not interoperate. Specifically, EAS units made by Burk and ones made by Multi Technical Services (MTS) will not talk to each other. Each manufacturer blamed the other and neither would alter their units because they would have to be type-approved again. The situation was never resolved. In our market, there are stations using Burk decoders that had to change their assignments because both primary EAS stations happened to use MTS encoders. Obvioulsy, you wouldn't want that to happen with a CAP converter.
 
Trilithic says they have released a PC-Based software solution for CAP. My concerns are cost of the software, the fact that a PC is involved (and possibly requires a dedicated PC), plus the cost of installing Trilithic's Ethernet interface into the unit so it can talk to the PC.
 
EASyCAP for TRILITHIC EASy Series Encoder/Decoders

Trilithic offers two unique CAP compliance solutions for the entire EASy Series EAS Encoder/Decoders (EASyCAST, EASPLUS, & EASyIPTV). Although we do run part of the CAP decoding process on an external service, you may run this service on any currently installed PC running XP or later, or Windows server 2003 or 2008. Typically you will drop this software service on an existing PC or server in master control, as long as the PC/server has access to the Internet. However, the EASyCAP for Windows does not honk at you like some of the CAP-converters you've heard of. The EASyCAP-WIN serves up the entire CAP message via Ethernet to up to 8 EASyCAST systems simultaneously. Not only do you need only manage one central Internet connection to the public Internet, this CAP server also allows the entire expanded text to come across the link to your EAS system as well as proper decoding and forwarding of the mandatory Governors alert using the broadcast flag.

Trilithic also offers a 19" rackmount EASyCAP Linux integrated micro-server which too can handle up to 8 EASyCAST systems simultaneously.

Some of the EAN problems were resolved between the first and second EAN tests in Alaska, but the FIPS code problem has not been corrected. During the last EAN test, the FIPS code for Washington, D.C. was used (011001), rather than generating an EAN using multiple state codes. Due to the limitation of 31 FIPS codes for an EAS alert, more than one (simultaneous) EAN would have to be generated in order to accommodate the entire United States using “Entire State” codes. This is not currently done. There is currently a question before the FCC regarding the creation of a National FIPS code. The CAP/IPAWS national code of 000000 has been suggested to the FCC, but has not yet been approved or disapproved. In the meantime, Trilithic has relaxed the filter for EAN and EAT alerts, and will permit any FIPS code to trigger them.

Orphan owners of this decoder will need the network card(If it doesn't have one) and the Cap software.JUST $1495.00 Not sure i would do this on a box that may have been in the field since 2003.This has not gone over well with orphan owners.Many i spoke to will just switch to the Digital Alert System boxes,they have several with and without radios.Trilithic is realy behind the 8 ball on this issue.Even present encoder/decoders will need the cap software and 995.00 is a little steep.Digital does FREE upgrades.
