East Coast EAS Test

Has anyone else caught this? It brought to my attention that I was watching a Youtube clip of TWC interrupted by an EAS weekly test, but this time it was much different than the regular ones commonly heard on most broadcast stations. This time, it was a test for all the states throughout the East Coast and it ran at approximately 11:05am every day.

All I did was I tune to one of my local stations around the same time, and during the showing of People's Court on my local CW station, I caught the same exact test message as shown on the YouTube clip that reads:

"A CIVIL AUTHORITY HAS ISSUED A REQUIRED WEEKLY TEST FOR THE FOLLOWING COUNTIES/AREAS: Connecticut; District Of Columbia; Delaware; Florida;
Georgia; Indiana; Kentucky; Massachusetts; Maryland; Maine; Michigan; North Carolina; New Hampshire; New Jersey; New York; Ohio; Pennsylvania; Rhode Island; South Carolina; Virginia; Vermont; West Virginia".


This looks like if they were doing another national EAS test, similar to the one done back in November. I have never seen this type of test before involving states mentioned above(I only saw ones that lists the counties that I live in, or my entire state). The guy who uploaded the clip on Youtube claimed that this had been going on for the past five days around the same 11am timeframe. I have no reason why they have to do such a test every day in preparation of another national EAS test.

Reading into this, the test is for all the states that are within, or mostly-within, the Eastern Time Zone. But nevertheless, doing a test every single day for the same area is overkill.

Has anyone else in other time zones spotted multi-state tests?

Maybe it is another national EAS test, only broken down by time zone instead of doing the whole country at once. That would make it easier to manage and concentrate on addressing particular failures, I would think. I do remember reading, after the colossal failure of last November's shindig, that another national EAS test would happen sometime in the near future. This may be it.

It may also be that Weather Channel sites over there have installed new IPAWS/CAP equipment (note the text presented at the ~0m 20s point), and this is the way they are testing it at the present time.
 
This is the weekly test of the new CAP alerting system. Note the "MESSAGE FROM IPAWSCAP" on Page 2. I didn't think anyone was supposed to be relaying these on the air!
 
I saw the whole thing on WSWB-38, a CW station in the Scranton area while People's Court is on.

I'm going to capture the test and upload it on Youtube. It should be up tomorrow morning, hopefully. Also, I'll check other TV and radio stations in the area to see if they are doing the same thing.

Also, it's noteworthy that the special type of test wasn't shown on Dish Network.
 
Here is the clip I posted on Youtube. The test occurred around 11:05am yesterday morning and it was taped off of my local CW station in Scranton. All of the East Coast states were mentioned in the weekly test. Also worth to mention that the tones were never played throughout the test.

Usually for RWTs, they don't play the attention tone or audio message -- they just play the opening and closing sounders.

These are CAP tests coming from FEMA. They are running them daily till the Jun 30 deadline to ensure everyone is on board. Though, it was really a no-brainer to set up.

Like all other RWTs, they are not supposed to be repeated, just logged.

Cable head ends can run their won EAS notifications. Maybe that's why these were seen everywhere but Dish? It's possible they were originated by the Cable head end.
