East Louisville FM Pirate at 106.3?

Anyone tracking the uncensored rap in the Phoenix Hill/East Downtown/Lower Highlands area at 106.3 MHz? Apparently, they've got someone with transmission expertise because the signal is clean with full stereo and surprisingly good production values, although I personally don't care for the content.
 
Shortly after my post, they went silent on 106.3-I believe they'll pop up again soon on another frequency.

I heard them earlier today at 106.3. I heard them for the first time this past summer. I believe they are airing only on the weekends.
 
I have heard pirates on 106.5, 99.3, and 93.9 at various times in the last 5 years. I'm not sure if they are the same person, but all have had a good sound, and they seem to pick an unused frequency, and that is hard to do in this area. I'm not condoning their actions, but at least they are not like the Cuban AM stations that blocked the clearchannels back in the 60s and 70s.

Its too bad there isn't an open frequency in each area that could be shared by licensed pirates (sort of like a public access cable channel). I bet there would be some creativity. I get so tired of hearing syndicated corporate reruns (i.e. Dave Ramsey, Coast-to-Coast, Handle on the Law, etc.) that is used at night and on weekends as filler. In the arena of radio entertainment, its as exciting as styrofoam peanuts. :)
 
The 99.3 and the 106.5 where both playing Dance Music in the past, with no I.Ds and I do think its the same guy,, both stations had pro sound and low enough power to not cause any problem and the music was clean. I never heard the one on 93.9, but Since the station on 106.3 is playing uncensored Rap and not Dance I dont think its the same person...

My big brother occasionally runs a part 15 in Shively,, and relays internet audio for personal use,, but its legal,, as it doesnt travel over 50 feet or so, and is an fcc certified TX with no mods.
 
I have noticed another pirate in Louisville located at 101.1 FM. They are featuring Spanish speaking music. I have been able to pick up this signal in Jeffersontown, Buechel, and Okolona near Jefferson Mall.

Why didn't the Louisville area get a new station in the 1610-1700 range when it expanded? Where are the nearest stations audible in this area?
 
No one I know has filed in the AM expanded band for a commercial station in the Louisville area, which frankly surprises me...the x-band (1605-1705 kHz) is a great opportunity for niche broadcasters. I've specified equipment for several clients in other areas on the x-band. I even went to the Harris plant in Illinois to take delivery of a couple of transmitters built for the expanded band.
