Electronic Stutter, on KPHX and others

When a commercial comes on in the Bill Press show, there is always a "false start" at the beginning.

For instance "one one way to save money........" or "Phee Phoenix residents attention......"

I heard this same effect on KFYI on Sunday morning's Keith deGreen show.

Can somebody please explain it? a computer glitch? I never noticed it until just recently.

Most likely an automation glitch of some sort. If they're time-shifting Press, it's probably a late switch when tossing to the current hour's commercials.
 
Same glitch that has gone unabated at 960 KKNT for a few years, they have a promo that repeats after a few seconds, and cuts off early at the end.

Sloppy work.
