Elkton 1550 Signal

What is up with the signal strength at 1550 in Elkton. Used to boom into Newark, Delaware. Now very weak. True, I inagine the ground system is shot with no money to repair it. But it is is really down.
 
Listening again this weekend. Signal is still way down. Coverage area is way smaller than it used to be.
