elm road drive in and 959

when elm road drive in opened their new screen earlier this summer the freq. they used was 959. I thought this was strange due to the fact it was ontop on kiss FM's. Tonight, it was changed to a new freq., 93.4, does anyone know what went down, and if any legal action or anything like that had to be done for them to change the freq.?
 
Unlicensed Part 15 use.

They are not allowed to interfere with a licensed station.

Their problem if the system doesn't work because of a licensed station.

And that location well within the WAKZ service area, so I have no idea why they were stupid enough to use 95.9...

93.4? Aside from it being an even number...it's right next to CD 93.3! Surely they could pick out a less crowded spot on the FM dial...

Probably came tuned to that channel. They starting flipping dips switches until it worked again once they figure out that it ain't gonna work on 95.9
