More than likely it's because not even a trace of it is available over-the-air in Tucson. Commercial translators (meaning all translators in the commercial band) are required to get their primary signals over the air unless it's in a particularly underserved area, such as parts of Alaska and areas on the Navajo Indian Reservation. Signal contour maps indicate any trace of KNRJ's signal is lost around 100 miles from Tucson. While translators can have taller antennas than what goes on your rooftop or mine, getting a signal from that far away over the air would still be next to impossible.
